Towards the construction of comprehensive care systems in Latin America and the Caribbean. Elements for implementation

Publication description (maximum 250 words): This document has been conceived to serve as a guiding framework for those involved in the development of comprehensive national care systems. It addresses key questions about why to invest in care, its importance and benefits for the advancement of rights, the elimination of social inequalities and the achievement of gender equality, the dynamization of the economy and the sustainability of development. Furthermore, based on the experiences and lessons learned in Latin American and Caribbean countries, it addresses the elements to be considered in the construction of Comprehensive Care Systems, such as: the definition of the target population, the guiding principles and their components. The document also identifies a possible political governance and intersectoral management scheme that takes into account the integral systemic nature and the national-local articulation required for its development. All this in order to contribute to knowledge and reflection to advance in the implementation of Comprehensive Care Systems and to move towards a new social organization of care, generating a change in the development model that places care and sustainability of life at the center of policies for the achievement of the 2030 Agenda for Sustainable Development and progress in the Regional Gender Agenda.
