UN Women and the Government of Puebla Strengthen Partnership to Accelerate Gender Equality and Prevent Violence against Women
The agreement establishes a joint work agenda for the next four years. Actions include safer public spaces, the promotion of positive masculinities, and the strengthening of public care policies.

UN Women and the Government of the State of Puebla signed a Memorandum of Understanding establishing a cooperation roadmap for the next four years aimed at strengthening gender equality public policies, accelerating efforts to prevent violence against women, advancing the State Care System, and expanding international cooperation for the benefit of women and girls.
The signing of the Memorandum consolidates a joint work agenda focused on transforming structures, institutional practices, and social norms that have perpetuated gender inequalities through the exchange of methodologies, evidence, and international experiences.
At the signing ceremony, Eleonora Betancur González, UN Women Representative in Mexico, acknowledged the Government of the State of Puebla’s commitment to advancing the gender equality agenda and emphasized that this instrument will help accelerate tangible results for women and girls in Puebla.
“This Memorandum of Understanding establishes a long-term cooperation roadmap to accelerate results in the area of gender equality. We are talking about transforming structures, institutional practices, and social norms that have perpetuated inequalities for generations,” she stated.

The UN Women Representative noted that the collaboration will strengthen the state’s institutional capacities, contribute to the development of the State Care System, advance the prevention of violence against women, and expand opportunities for international cooperation.
“We are convinced that gender equality is an indispensable condition for sustainable development. At UN Women, we reaffirm our commitment to accompany, support, and collaborate with the State of Puebla to make these goals a reality,” she added.
For his part, the Governor of Puebla, Alejandro Armenta Mier, highlighted that this partnership strengthens coordinated work with international organizations to incorporate successful experiences that help guarantee women’s rights. He also noted that UN Women’s international expertise will help reinforce state strategies aimed at preventing and addressing gender-based violence.
Yadira Lira Navarro, Secretary for Women of the State of Puebla, underscored that international cooperation is a strategic tool for generating well-being with social justice and explained that the Memorandum will advance three priorities: reclaiming public spaces through Local Gender Audits, transforming social norms through a positive masculinities model, and developing the State Programme for the Right to Care.
The signing of this Memorandum continues the joint work that UN Women and the Secretariat for Women of the State of Puebla have been advancing since 2025 and reaffirms their shared commitment to moving toward a safer, more equal, and more just state for all women and girls.
