UN Women and the Municipality of Puebla strengthen partnership to advance the care agenda
The collaboration agreement will promote public policy development, institutional strengthening and greater social co-responsibility to advance towards a fairer and more equitable organization of care.

UN Women and the Municipal Government of Puebla signed a collaboration agreement to strengthen the Municipal Care Agenda, with the aim of advancing public policies that place care at the heart of well-being and equality. Through this partnership, both institutions will promote a fairer organization of care based on shared responsibility.
During the signing ceremony, UN Women Representative in Mexico Eleonora Betancur González emphasized: “Care sustains life. We all need care throughout our lives. Without care, there is no economy or well-being.” She added: “Guaranteeing the right to care requires public policies, services, infrastructure, resources and, above all, the transformation of social norms.”
She also underscored the strategic role of municipal governments in advancing the care agenda and recognized the leadership of the Municipal Government of Puebla. “Puebla City is taking a decisive step by bringing this agenda to the local level,” she said. “Through this partnership, we will promote a new organization of care in the municipality of Puebla, based on co-responsibility among government, the private sector, communities and families, as well as between women and men.”
Under the agreement, UN Women will provide the Municipality of Puebla with data and evidence, knowledge drawn from international experience, and technical assistance to strengthen the care agenda and develop solutions tailored to the local context. The partnership will also promote the mainstreaming of a care perspective across the municipal public administration, the development of a communications strategy to foster social co-responsibility, and the creation of spaces for dialogue and the exchange of good practices.
Puebla Mayor José Chedraui said: “The agreement we are signing today represents a firm step by this administration towards advancing the comprehensive development of women and strengthening public policies centred on care.” He also emphasized the importance of promoting co-responsibility to build a more equitable and supportive city for the benefit of all people and families.
Zaira González, Secretary for Women of the Municipality of Puebla, said: “What for decades was considered a private matter and fell disproportionately on women is, in fact, an issue of public concern that requires institutional responses.” She added that care is closely linked to substantive equality, human rights and social justice.
Through this partnership, UN Women reaffirms its commitment to continuing to support the Municipality of Puebla in consolidating policies that have a positive impact on the lives of its entire population and contribute to advancing a fairer organization of care based on shared responsibility.
