Deputy Regional Director

Cecilia Alemany Billorou is Deputy Regional Director of the UN Women Regional Office for the Americas and the Caribbean. She has extensive experience leading operations and advising UN agencies and non-governmental and civil society organizations at the national, regional, and global levels.   

She was senior advisor to the UN Women Programme Division in New York and the Senior Management of UNOPS in Haiti. She was head of the UNOPS offices in Uruguay and Paraguay and the UN Women offices in Argentina and Jordan. Consultant for several UN agencies (ECLAC, UNICEF, UNDP, UNFPA, WHO, UNESCO, among others).   

She holds a Ph.D. in Interdisciplinary Gender Studies from the University of the Balearic Islands, a Master's in International Foresight from the University of Paris V, and a degree in International Relations from the University of the Republic, Uruguay. Cecilia has taught in local development planning and foresight. She has been an associate professor at the Faculty of Social Sciences Development Workshop of the University of the Republic, Uruguay.
